City Halls parking experts have been working on a plan to stop commuters coming to the BRAC facility at Mark Center from parking in surrounding residential neighborhoods.
    
About 6,400 employees are expected to flock to the high-rises when they open September 15.
    
The plan, up for debate over the next few weeks, would create a special parking district between 8 a.m. and 5 p.m. on weekdays where only vehicles properly registered with the city can park.
    
This is proactive; in other words were not waiting for a problem to happen, said Vice Mayor Kerry Donley. Let the word get out: if you want to park in the West End, register your car and purchase the city tags, unless you want a love note from [Deputy Police Chief] Blaine Corle and his cast of minions.
