Residents and business owners collectively owe $10.5 million to City Hall in outstanding taxes dating back to 2006, according to a report from the city finance department.
The city was missing $2.2 million in real estate taxes, $3.2 million in car taxes and $5.1 million in business and personal property taxes as of June 30.
Elected officials voted to write-off delinquent taxes for individuals who owe less than $20 because the cost of collection efforts would exceed revenues from the missing money.
