Davis Named New Undersheriff, Other Officers Promoted

Tony C. Davis was promoted to Undersheriff of the Alexandria Sheriffs Office January 22 by Sheriff Dana Lawhorne.

Undersheriff Davis, a 21-year veteran of the Sheriffs Office, succeeds David M. Rocco, who retired January 1 after 29 years of service.

Three longtime members of the Sheriffs Office have also been promoted.
On January 13, Lawhorne appointed two new captains and a lieutenant. Civilian Commander Wendy Webb, a 23-year veteran, and Frank Milano, a 26-year veteran, became captains. Carlton Dewberry, who has served 20 years, was promoted to lieutenant

I am pleased to announce these promotions, Lawhorne said. Undersheriff Davis has distinguished himself since he joined this office in 1987 as a records and classification manager.

Davis is now the second in command of the Sheriffs Office. Among his new duties will be overseeing the Alexandria Detention Center. He has been a captain and division commander of administrative services since July 2005.

Davis is no stranger to law enforcement in Northern Virginia. He became a deputy sheriff in Arlington County in 1981 and rose to the rank of captain and assistant director of corrections where he directed a 164-bed linear style facility housing 200-plus inmates.

He joined the Alexandria Sheriffs Office, with its 343-bed direct supervision style facility in 1987 as a civilian. The Alexandria Detention Center houses between 400 and 550 inmates.

Davis resides in Gainesville. He was educated at Benjamin Franklin University in Washington and Northern Virginia Community College. He has been a key member of Alexandrias city emergency management team and a member of Leadership Alexandria. His expertise includes multiple training as a hostage negotiator and advance hostage negotiation, leadership training and Police Executive Training.

Captain Webb, who resides in the Alexandria section of Fairfax County, started her career in the Alexandria Sheriffs office in 1986 as a deputy. She was named sergeant in 1991 and in 1995 was promoted to a civilian supervisory position. In 2006 she became division chief and commanded the Administrative Support Section.

She returns to the sworn position of captain. Lawhorne praised Webb for her longtime service and professional growth.

Captain Milano, a New Jersey native, began his career in Alexandria in 1983 as a deputy. He was promoted to sergeant in 1989 and to lieutenant in 2002. He has held various supervisory positions and currently is assigned to Judicial and Special Operations Division, in charge of warrants, transportation and special operations. He lives in Springfield with his wife and sons

Lieutenant Dewberry, a Bowie resident, is a retired U. S. Marine Corps captain. He joined the Sheriffs Office as a deputy in 1989. He currently serves as training coordinator. He was promoted to Sergeant in 2002.
Each of these promotions is important to the effectiveness of the Sheriffs Office, Lawhorne said. They are quality professionals and bring about the best for the citizens of Alexandria.
