William Dearman, former Alexandria Redevelopment and Housing Authority (ARHA) executive director, has admitted to violating Housing and Urban Development (HUD) regulations and the Virginia Public Procurement Act, according to the HUD Office of the Inspector General Web site.
According to the statement, Dearman circumvented procurement regulations and awarded more than $190,000 in roofing contracts without competition and then falsely certified ARHA annual contributions contracts.
The pretrial diversion agreement with which Dearman entered suspends his prosecution for 2 years and forbids him from obtaining employment from any HUD-related employer for three years. The agreement also orders Dearman to perform 50 hours of community service and pay for prosecution costs.
ARHA officials did not return repeated phone calls.
