Councilwoman Del Pepper related comments from a fuming West Ender fed up with litter on I-395, which is the states responsibility to maintain.
    
I have tried for about 26 years to get the governor and the state to take seriously the trash discarded  but clearly my requests have not resulted in success, the unnamed resident wrote.
    
Pepper played show-and-tell, passing around a photo of a mattress and box spring discarded on the busy freeway, which Alexandria maintenance workers eventually cleaned up.
    
The councilwoman proposed, and the council agreed, to have Mayor Euille write an official letter to Richmond in hopes of cleaning up the mess.
