A Richmond man faces multiple charges after stiffing a cab driver for a ride from Washington to Alexandria and then allegedly passing out drunk in the back seat of the taxi.

Police charged Wade R. Hess, 30, with failing to pay his cab fare and public drunkenness after arresting him about 7:08 a.m. on Halloween. Upon arrival in Alexandria, Hess gave the cab driver vague directions about his final destination before losing consciousness, said Jody Donaldson, department spokesman.

The cab driver called police because Hess appeared to be extremely intoxicated, Donaldson said.

When they met up with the taxi at the corner of King and Union streets, authorities determined Hess had no cash on him and took him into custody.

Hess was staying with a friend in Alexandria, police said.
