Virginia court challenges health-care overhaul

A Richmond federal district judge ruled against a controversial portion of the health-care reform act, scoring a victory for Attorney General Ken Cuccinelli and a blow to supporters of the new law. 
    
Judge Henry E. Hudson found a federal mandate requiring Americans buy health insurance to be unconstitutional on Monday. Congress does not have the authority under the commerce clause to force citizens to get insurance, Hudson wrote in a 42-page opinion. 
    
The challenge, led by Cuccinelli, is one of dozens pending in federal courts across the country and experts predict the U.S. Supreme Court will ultimately decide the constitutionality of the health-care overhaul.
